Project overview
ThaiHealth Academy and the World Bank will jointly organize the “Enhancing Psychosocial Services for Traumatized Persons in Conflict-Affected Areas in Thailand's Deep South”. This project is designed to strengthen the capacity of providers to deliver psychosocial services in the three conflict-affected provinces of the Deep South of Thailand (Pattani, Narathiwat, Yala) and designed to extend coverage of psychosocial services to key traumatized groups. The project is scheduled to be held from the year 2024 to 2026.
The proposed project is expected to be scaled and sustained the psychosocial services in the three conflict-affected provinces of the Deep South of Thailand. Several knowledge and lessons learned products will be produced including; i) training modules for different target groups; ii) recommended guidelines for national and local. An international conference to share experience and lessons with other conflict affected countries will be held. Collectively, the project will develop recommended modalities for integrating psychosocial care and economic well-being that can inform the development of work in conflict-affected areas beyond Thailand.
Procurement Officer will prepare the project’s procurement plan, manage the procurement of all goods and services, and advise the team on effective management of subproject procurement. The officer will monitor the procurement activities under the Electronic Government Procurement (e-GP) System, and the World Bank‘s STEP System. The Procurement Officer will be located at THA, Bangkok.
Duties and Accountabilities
The candidate’s primary responsibilities will include, but are not limited to, some combination of the following activities:
• Ensures the full knowledge and systematic application, including the THA and the World Bank's procurement and consultancy guidelines;
• Prepares documentation required for the procurement of Goods, consulting and non-consulting services, including assisting the project in drafting and issuing bidding documents (Terms of Reference, Request for Expressions of Interest, Requests for Proposals, bidding documents), specifications, cost estimates, work schedules evaluation criteria;
• Assist in preparing and updating the project procurement plan at regular intervals;
• Manages the procurement of Goods and consultancies required for state level activities under the project.
• Provides relevant information and suggesting possible solutions on any procurement related issue;
• Build procurement and contract management capacity building of project team
